First I am not "raving" I am "baiting" -- in particular, YOU. Thank you for not disappointing me. You really do respond to certain keywords like one of Pavlov's subjects -- the Evil Emile would be pleased! I know that Congress cannot impeach itself. If you have ever followed any of the thousands of posts I've made to this thread and others during over the years you should already know that. I was being dramatic. I have the right to use dramatic license, especially on this thread. BTW, in many cases Reagan believed he had no choice but to sign. The alternative was the government coming to a complete standstill because they tied a lot of their pork and increased spending into the entire fiscal budget. As a matter of fact you may recall the the entire federal government did come to a standstill a few times because he refused to sign. He made a mistake. He should never have signed, thus allowing a Washington implosion. Too bad...
