It is interesting to do a complete text search on SI for "Greenspan."

There is a strong consensus that his speech is an announcement of intentions to do something about the inflated level of the stock market--and this is also reflected in most of the news services and financial writers or columnists. The response ranges from mild disbelief that he seems finally to have recognized that something should be done, to outraged calls for class action lawsuits and anguished predictions that he will be speedily removed as Fed Chairman.

So there's agreement about his intentions, though not about whether these intentions are good or bad.

Of course, to stop this bull market it might require the public hanging of a few thousand day traders, now that we are firmly into the South Sea phase.
