I think you tend to focus on what the hard right feeds you, and don't see that these behaviors occur very often when emotions are aroused, people get scared or angry, and poor judgment enters the picture.

For example, police are legally required just to arrest a suspect no matter how obnoxious he is in evading arrest. They are not trained (or allowed) to beat him bloody as they did a prostrate and bloody Rodney King. King was not viewed as an enemy of the State. Neither was New York Haitian immigrant Abner Louima deemed an enemy of the State when police officer Justin Volpe jammed a nightstick up his rectum, nearly killing him and maiming him for life. We had a similar incident here when someone was shot 41 times by the police. The man was unarmed--he just didn't put his hands up quick enough--no criminal record; just scared cops. It was basically all a mistake. During the 1968 Chicago riots, young people were beaten to a pulp by the Chicago police just for being on the streets during the Chicago convention; it wasn't a prerequisite to this beating for a police officer to have observed them rioting or destroying property. They just had to be there--it's all on film.

Don't be duped by hard right conspiracy theories. There is propaganda of the left and propaganda of the right. The hard right takes incidents that fit their agenda, and attributes all sorts of malice to law enforcement agents who are nothing more than stupid, careless, scared, or exhibiting poor judgment, all often with fatal results. The left does the identical thing when they see an opportunity. Why shouldn't we question the motives of anyone trying to tilt us a particular way?
