the best i can do for you right now is this link for win95 general troubleshooting techniques. scroll down to hardware issues and also software issues. the article may help to put you on the right track.

another suggestion...

this site troubleshoots specific components. scanners aren't listed but you might try peripheral i/o ports, then look under multiple devices.
