I don't think it is. I have heard on several occasion that Dresden has been fundamentally designed for copper. Perhaps not as early as 1995 when original designs were being reviewed.

Pravin points still is valid that since Dresden would be a copper fab soon, why not start it as a copper fab instead of paying for the expensive copper switch after already equiping it/building it for Aluminum.
