No such thing as a zero sum game when you can play both sides. I can not comment on the proprietary financial instrument as described since not enough information is given to judge the risk. But I suspect it's in the best interest of the offerer for a market correction of size to occur.

CNPC identifies most core businesses for listing
SINGAPORE, Aug 31 (Reuters) - China National Petroleum Corp (CNPC) has identified most of its core businesses to be included in its foreign listing expected by end 2000, Chinese industry sources said on Tuesday.
``Most of our subsidiaries have identified their respective core businesses, but spinning them off is still underway,' a Beijing-based CNPC official told Reuters by telephone.
Industry sources said the State Council, China's cabinet, has set a deadline of mid-September for CNPC to complete identifying its core businesses.
CNPC has begun restructuring two of its subsidiaries -- Dagang Oilfield Ltd and Tuha Petroleum Exploration and Development Headquarters -- which would set examples for its other subsidiaries.
CNPC's numerous units include 13 oilfields, 28 refiners and 18 marketing branches, six petroleum equipment manufacturers, four construction companies and eight research institutions, industry sources said.(cont)
