The ironic part is that Waterhouse is owned by The Toronto Dominion Bank which also owns the biggest discount brokerage in Canada - TD Greenline. Hope the boys at Greeline know all about trading Canadian stocks!!

Bob, I'm US citizen and have account w/Waterhouse. Actually, my account started with TD Greenline (their US branch in NYC) even before TD acquired Waterhouse. On Waterhouse' Web Broker I've occasionally seen these five-digit symbols when Toronto or Vancouver stocks I purchased via phone call to Greenline broker somehow (apparently by accident) appeared in my Waterhouse holdings. The value of Canadian shares listed by accident in my Waterhouse holdings were always denominated in US dollars. Since I could never get a quote on these symbols from the Waterhouse quote engine I never tried to trade them. My main worry about trading Canadian shares the way you described is how I could be sure in which currency the five symbol shares were traded if I couldn't get a quote under that specific symbol. But if there was a work-around for this, one could conceivably save a lot of money, at least until they figure out the loophole. And I do think that they'll eventually discover and close the loophole because why should TD almost "give away" Canadian stocks traded over Waterhouse when no other brokerage (US or Canada) does so, and when by doing so they're only pirating from their Greenline franchise which charges lots more per trade.
