It may just be Monday morning quarterbacking on my part, but I feel she did have a choice...she might have considered why Bush refused to give a go-ahead; she certainly should have nixed the use of CS gas in any case, and definitely in an application where children were involved - children who couldn't be fitted with protective masks.
