I noticed that same statement. I think it may have been made at the recent Dell conference here in Austin. It goes even beyond the similar statement in that famous "penultimate paragraph" we discussed here recently.

I haven't seen mention of this here except where I noted a rumor from Slashdot, but apparently the rumor of Sun emancipating the StarOffice source code (Community License) is true. Here's the link.
