you're part of the problem.
It is my beleif that a full investigation would show that the Louie Freed of the FBI is behind most of problem. He and his top staff are determined to increase the power of the FBI and allied agencies within the executive branch. I further beleive that they are willing to manufacture or at least emphasise certain threats in which they can "come to the rescue". They then ignore threats for which they get little publicity. I think Reno was one of those lied to, her failing is one of trying to protect the institutions when perhaps she should have been cleaning house.

(Just watch Freed calling for an outside investigation while ensuring that the investigator will be favorable to him)

Have read that the assault on the Mt. Carmel home of the Davidians was micro-managed from the White House, and that the burning was watched on television there.

I'm no Reno fan, however, I believe "the buck stops" with her perhaps because she was *told* it would. She may well be the fall guy although her testimony at the hearings was irreverent and she was also scolded for her statement that the tanks "were like a good rent-a-car," and grinned.
