Moron! For a foreign company that invests in, say, Tamilnadu, other parts of the country like Bihar and UP are liabilities. To say nothing of the need to bribe people at two levels -- federal and state. A lot of foreign companies would actually be better off if India disintegrates. Look at how selective they are -- most foreign investments are in the south, west and a few states in the north-west, parts of the country that are better than the average Indian state and which will do much better if they are on their own than they are doing right now.
