OK maybe we shouldn't pin it all on Wilson. Its fairer to say it was zealous leftist messianic democracy that set the stage for the various "isms" that have plagued Europe since this century began. Wilson was a major proponent of these ideas, and he was not very bright to boot. Wasn't he shown false maps by the Italians which showed a mountain appearing in the heart of Austria? It served as "proof," they claimed, that "historic Italy" (there never was such a country) extended right to that spot. As a result the Italians, for the first time ever, received the South and Central Tyrol with the Brenner Pass. Its somewhat remarkable that the former president of Princeton could be duped so easily.
