I do know that SNDK has cross licensing agreements with companies such as Intel, and therefore gets no royalties from Intel, nor does it pay Intel any royalties.

Cross-licensing agreements do not always work this way. Sometimes they just grant each other royalty-free use of their intellectual property. Sometimes they agree on prices and pay each other royalties.
