I think there is a difference between owning a gun or a
few guns and "stockpiling" weapons.

Is there also a difference between owning a few books, and stockpiling books (which I admit to doing)? Does the First Amendment require the government to allow three newspapers to exist but not thirty? Not exact parallels, I agree, but I don't think you can put a numerical limit on Constitutional rights. Otherwise they aren't rights, they're privileges limited by the limits the government chooses to put on them.
