My understanding is that is a myth-- at least 1 agent died.

My theory- no evidence of course - is that the govt't simply could not risk letting the people know they could not protect them from terrorists and they looked for a scapegoat who was easily frameable ala Richard Jewell in Olympic park bombing.
If McVeigh just let off a bomb killing so many --I cannot believe he would surrender so meekly to the first officer knowing he faced execution or life in prison.

Coincidentally, the governor of Oklahoma is former FBI, and our Commissioner of Public Safety (an appointed position) is Bob Ricks, FBI spokesman from Waco...
