While we are on the subject of settlements

It seems that Cendant will end up paying 3 billion to 6 billion for settling the class action lawsuits for the 13 billion in market cap that Cendant lost.

I know that the NETA case may not be even remotely as clear a case of fraud as was Cendant. However, if NETA is found guilty, their liabilities could range from 1.62 to 3.24 billion since NETA's investors have lost around 7 billion. This is a substantial chunk of change even though the chance that NETA will be found guilty may be very small.
