Of course, he would like the allocation to the Air Force to be increased. For the same reason that the defense guys in India want their budgets increased -- so that they can fatten their fannies at the expense of the hapless Indian on the street! Goodness gracious -- Churchill was so damn right about the entire sub-continent! As for the aircraft, please keep in mind that India's aircraft are no better. They are mostly third-rate junk bought from Russia (after shelling out hard currency, because neither the Rupee nor the Rouble is worth the paper it is printed on). Air forces with similar junk didn't even bother to take-off during both the Gulf War and during the Kosovo conflict! So there you are!
