I think there is a certain futility in trying to enforce such laws, and I am not sure there is sufficient urgency to warrant the imposition. On the other hand, elementary safety concerns are a legitimate motivation for passing a law, and I am sometimes spooked when I see people totally absorbed in conversations when they are whizzing by. I got my wife a cell phone for safety, and she has used it in traffic jams, when the traffic was moving very slowly, and I have been relieved to know what was holding her up. She would probably have been liable under the ordinance. I would have to see the statistics and whatnot used to rationalize the decision, but my first thought would be that they should have left it alone.....
