Yes I have, I kick them before they go down. If it looks like they might get up again, kicking them when they are down is prudent. Better safe than sorry. I figure anyone I'm kicking is being kicked for good reason - like they tried to do immediate damage to me or mine - and thus deserves it. No such thing as fair fight in this country; first thing you do is grab a rock, bottle, or any other hard object that presents itself. Horrifies the white folk, but it works. Running really fast is always a good alternative.
