PC-133 is simply going to be used until more RAMBUS can be produced

I think there is another aspect to this. Many people will be willing to at least look at PC-133. If they have to turn to VIA to get a peek then they will do so. Intel does not want VIA to gain any visibility or credibility and so will provide it's own peek at PC133 in order to let some IT departments do their comparison without deviating from the Intel inside philosophy.
