A presidential waiver is needed to override Posse Comitatus. Someone above the field level authorized military ordnance to be used. I agree that Reno was out of the loop. Shes always been a figurehead at DOJ. That dept. is run by political operatives in the WH. I think Webb Hubbell may have had a hand in making the decision. I have no facts to back that up, but I believe at that time he was really in charge at DOJ.
