The filing represents only the expected registration of the shares. It allows those shares to be sold, but doesn't say anything about when or if they will be selling.

Kealy said that one of the reasons AeroComm accepted IFCI's offer as opposed to the offer of some other company, is that IFCI's shares were cheaper, with a greater chance of appreciation. So I think it is quite likely they will be holding for a while. Especially with the contract possibility in the wings.

However, the stock may well have moved down in anticipation of this filing, with institutions waiting to see if anyone in the group is in a hurry to sell at these low levels before they start buying again. So far the volume suggests there are no 'Sapps' among the new group.
