Covad Communications (COVD) 43 13/16: Deutsche Banc Alex.Brown upgrades Competitive Local Exchange Carrier (CLEC) from 'buy" to "strong buy" and raises target price from $70 to $90. DLJ also reiterating "buy" saying COVD continues to lead industry with its high line counts and central office count, as well as its latest market expansion. Increasing loss per share est for 1999 from $2.70 to 3.13 and 2000 from $3.30 to $5.76 as a result of marketing programs; COVD is trading up 2 3/16 at 46..... Bid now 48 9/16, Vol over 60K!
