I understand, and it happens to often to just write them all off as
accidents , I lost count but could find it, and tear gas seems to
be the most common denominate.

There are other "policy's" too , but not all law enforcement uses
them. Reversals and various setups are often used and justified
by some law men because of the nature of the criminal , in short
they make themself "Judge and Jury" a lot more often than the public
is aware of.

I've seen enough in my day to know how they use
"moles" to get someone scared, or by a sort of Proxy they
get the gun in the hand of the target.
Intimidating innuendo and even out and out threats ( often coming indirectly yet instigated by the law agency,) so the target is challenged or frighten into a defensive position, and then you
kill them and spin it.

I suppose the tactic may be more common here in Texas, than most
other states, but the tricks are passed around, and I doubt
very few law agencies don't know how to use them if they so choose.
