Here is my experience in Federal Court. All Federal District Judges are God or next to god (at least in their own eyes). They all have overcrowded docets. They all try to get as much cleared and sent off other places as they can unless of course something is very news worthy (i.e O.J. case etc.). This certainly does not qualify. Magistrates are a lower level judge. District Court Judges push off the boring minor stuff (administrative etc) to their majistrates. This case obviously has little upside for the judge so he pushed it off. All of this is my experience and is IMO only.
