Different sources have different formats. Since you only read the titles or headlines the same as tips, all of the sources use mixed caps from what I've seen. Also since you only know how to read the first line as with tips, you'll also see that many of the articles had both 'good' and 'bad' news, depending on one's viewpoint. If you had bothered to read the articles, you would've known beforehand that the August employment has historically been below experts' estimates and that this one was supposed to be particularly hard to get a good grip on due to special and seasonal factors.

Plus, the article you just responded to is neither 'good' nor 'bad', note that they placed the soft in quotes. They're alluding the lack of availability of workers and the special factors as having influenced both the July and August reports.

Again, the articles weren't posted as tips.
