arthur -
CSCO has in the past left much of the deep design work to others - this allowed them to leverage the field resources of other companies to build their share and technology base. In the last few years they have shifted over to an increasing involvement in the way network systems are implemented, but I think this is more to address competitive issues than to move more fully into that space.

Now, we see CSCO starting to make moves which could position them as a major player in the services side of this equation. I don't think that is good for IBM, since IBM's global services does a lot of business in that space. It is more likely that they are hoping to get CSCO back into the infrastructure provider role by seeding technology and then working closely to give CSCO some value add while extending their own services play.

Have not seen DELL making any move into that space - I think it is more likely that they will build an alliance with whoever is winning.
