Lots of farmers down river in the area "apparently". They do not want their water supply screwed up "apparently". "Apparently" some communities down river as well,...they drink the water "apparently". And don't forget the officials that need consulting fees. "Apparently" they didn't think the project was so big, and may "apparently" be demanding higher "fees" as a result. I like Mike's idea of giving these stakeholders some options. Then we are all in the same boat.
