Not a bad idea. What I believe we'll see is that GSTRF will be the communications system of choice for militia in lesser developed countries as well as terrorists. After all, compared to a full-fledged military communication system, it is cheap, reasonably reliable, and reasonably secure from monitoring, owing to the difficulty of monitoring any CDMA based system. If the system is not to be abused, it will take some careful consideration before granting telephone accounts willy nilly.
