Charter schools permit a group of parents, teachers, and administrators to set up schools with special curricula and/or teaching practices. Charters must be approved by the school board, and must give periodic accountings of themselves, both financially, and in student achievement. They are publicly funded, at the normal per capita rate, so that budget depends upon enrollment....
