Off hand, I would say that cybercrime is the least of the things eroding sovereignty, that just as the nation- state came into its own in the late 19th and early 20th century, the forces of international capital were also maturing, with the attendant globalization of capital markets, development of multi- national corporations, and so forth. Attempts at autarky among fascist and communist states failed, and the necessity of economic liberalization has been widely accepted. The integration into the global economy limits the potential for political control of society; on the other hand, the need to maintain an orderly territory in which businesses can operate keeps national governments busy. Still, international agencies are even more needed as we close the 20th century, among them police agencies to combat organized crime and cyber- criminals....
