I think there's something to cycles, although I'm not sure they can be pin-pointed to any accurate degree. But I can see how people forget what happened before and then have to relive it.(You know, good old Santayana)

Those who lived during the Depression of the 30's had a much different outlook than those in their 20's and 30's of today. It takes a while for that mentality to change; at least a couple of generations (50 years or so). But after those memories fade, human nature takes over, and we start to make similar, but modified, mistakes.

Many of the people of today who think the market only goes up are like the butterfly on the tree that replies to the question of whether the tree is alive by saying, "Heck no, I've been on this tree all my life, and it's never moved once."<g>.
