By the way, you may recall that one of the earliest Supreme Court justices was a man name Bushrod Washington, a distant relative of George Washington. He apparently had a wry sense of humor, and in a case involving judicial abstention, he wrote:

In the intercourse of foreign affairs, it is clear that the President must always be the primary Organ. .

It's unfortunate that this quote is not cited more often.
