There is now federal funding, administered by the states. This is as a result of the Chafee-Kennedy bill, which had bipartisan support. Federal funding is sent to the states through what are known as Substance Abuse Prevention and Treatment (SAPT) block grants. These grants totalled $1.5 billion for 1999, and the states have asked for a $300 million increase for next year. I don't know of all the nuances of the program, or whether Texas participates.
