The Russians are still communists/nationalists at heart, and they're only pretending otherwise in their weakened state to get western welfare. Just a sense I have; I can't prove it. I don't think given Russia's weakness and need for greenbacks that there was a clear and present danger of a nuclear war with them over Kosovo (although the phrase is useful for book and movie titles). Kuwait didn't put us at risk of nuclear warfare either. We knew that. Canada, England, Israel, Saudi Arabia, Mexico and almost all NATO nations have to be defended even at very serious risk.
