The pay to use model is not necessary cheap to the consumers at all !!!!

So? In some cases it may be advantageous to some customers so it will probably be offered. It likely would be part of a plan like some ISPs offer. You'd get so many uses in a month and then you'd get charged, oh, say a dime, for each additional use.

It seems to work in the cellular industry. As a matter of fact, through my employer-sponsered AirTouch plan I pay no monthly charge, $0.18/min off peak, and $0.26/min on peak, so I'm completely on a pay-per-use/duration plan. In my case I don't use much time (normally about $5/month or so total on three different phones) so this works out very advantageously to me. If I used a lot of time I'd buy some monthly plan instead. This is exactly what will happen in the software subscription/pay-per-use arena.
