Not everybody participates in a pump and dump. For that matter, typically I would say most holders of a stock do not participate. Why those institutions hold this stock is an answer only they can provide. I do not know if they were buying or selling on the recent runup to $2.30+ or the fallback to $1.50.

Even if they wanted to participate, when holding large blocks as some were, it's pretty difficult to sell a significant portion without contributing to the fall in the price.
