I built an alcohol rehab hospital some fifteen years ago. In the sixties and prior to that it was policy to lock em up. About 1975-79 the laws were changed nationwide and now drunkeness is officially treated as a disease and referred to treatment unless there has been a crime committed.

Check with liquor sales statistics or ask friends who own restaurants: per capita consumption is down for most alcoholic beverages and it is not all because of police activity.

Police activity is more vigorous thanks to MADD and similar public pressure and breathalyser tests have given police a tool to sort out the drunks. That has made for a greater likelyhood of successful prosecution. Even then, conviction in most courts usually results in treatment, not jail.
