Absolutely! Especially in the case of juveniles.

Seems this might be a good way of at least resurrecting some lives and
maybe making sure they do not return to the lock up. Do we not have
these types of programs now?


We have them, but they aren't enough slots in treatment programs for the number of candidates for whom it would be appropriate. Incarceration with treatment is more costly in the short term than simply warehousing them; but cheaper in the long term.
