Gary, I believe that the statement being made is that since CSCO could not deliver the network, a new bidding process needs to take place for the network. They lost 7 months and this x.25/frame network is perhaps a short term fix. It does not look like the plan is to scrap the idea of a new IP/ATM network , but rather "go back to the drawing board." My read anyway... Brian
