That was why I asked, because it is a deep, dark,dirty business on the large projects, and the practices in Montreal have to be seen to be believed.It's years since I was involved but there was already a tendency to pay all participants for invited proposals, which had to include cost estimates and then to make the final selection based on the estimates. I'm not saying that was done because I have no way of knowing. But some variation of that kind of system would certainly contribute to the kind of event we have just seen.

On the International scene it was even dirtier, with foreign governments subsidizing Engineering contracts in order to get control of Equipment purchases.
