TAX CUT BASICS

The congress returns this week, and the rhetoric will immediately get hot over the idea of tax cuts. Clinton is still vowing a veto of the weak Republican tax cut plan.

Here are some basic facts to remember in this debate.

BOTH the Republicans and Democrats have set aside about two-thirds of the so-called "surplus" for debt reduction and "saving" Social Security.

As for the other one-third of the surplus, the difference is simple. Bill Clinton and the Democrats want to spend that remaining one-third on new government programs. The Republicans want to send it back to the taxpayers as a tax cut.

Clinton says that the Republican tax cut plan would mean "sharp cuts in domestic spending, including education." That's Clinton BS. Clinton has gone back to his old definition of "cuts." Here's how it works. You're spending $10 million on a program. Clinton recommends a $5 million increase on spending for that program --- from $10 million to $15 million. The Republicans counter with an offer to increase spending by $2 million and to give the remaining $3 million back to the taxpayers. Clinton then holds a press conference and says that the Republcians want to "slash" spending on this program so that they can give a tax cut to the rich. The media then reports on Clinton's charges that the Republicans want to "slash spending on education" without explaining the numbers, and the great uninformed American public reacts harshly against those cruel Republicans who don't care about their children's education.

It's amazing just how well this scam works.

As a listener put it ---- Here we have Clinton telling us that we don't need a tax cut because we might not spend the money the right way. Just what we need. Financial advice from a 55 year-old man who needs a co-signer to buy a house!
