Here is the explanation of the double counting on nasdaq. According to CNBC today, it occurs when a market maker doesn't have the shares in its inventory to meet an order and buys from another market maker. Accordingly, the adjustment in volumes is more like 30%, rather than cutting volume in half.

The shorts declare it the worst possible news (E.G. QCOM can no longer guarantee it'll sell all it can produce!!!)
