No, it is NOT a split, at least not at this time. It could be in the future, as in the 1st part of (ii).

It basically means they wish to increase the the # of shares for general purposes: splits, acquisitions, employee options, etc. They already have 200 million with less than 100 million float. Either they are going to make a huge, and I mean HUGE acquisition, or they are going to split the stock. This would give them enough for a 3 for 1.
