The school thing sounds like an isolated instance. When, where?
Fwiw, reading a psalmist over the intercom does seem to be like leading a public prayer. It is indistinguishable in format if not intent from a church service or the call-to-prayer from a minaret. So it is tough to portray such an activity as uncharged with religious intent.
Maybe the advantage atheists have is that they (we?) have no identifiable traditions that can be pointed at as sources of indoctrination. The downside of course is that I never seem to recognize the Secret Conspiratorial Atheist Signal. Oh, the opportunities I've missed.

You were asked to give an example of coercive Atheist legislation, that you implied there was plenty of, and failed. You simply gave an example of one schools policy. This is hardly legislation.
