I wouldn't take JDS's memo as meaning they are going to buy somebody soon or do a split. This is just saying they are looking to authorize more shares which is something that all companies do from time to time to ensure that they have the flexibility to make future changes to their capital structure (ie - buy somebody with stock, split, options etc.). This is just normal course business for any public company. Would like to see them split though.
