"Currently, except for software embedded in equipment by the producer of that equipment, business purchases and the costs associated with own-account production of software are classified as inputs to production, and government purchases and own-account production of software are classified as government consumption expenditures ("own-account" production refers to software produced by a business or government for its own use). bea.doc.gov This is double-counting some of the inputs into the production of services or goods for sale since those costs are already incorporated in the IT budgets and passed on as part of the cost-of-goods-sold.
