Is that your current CONFIG.SYS file?

If so, you should be able to just run MSCDEX at the command prompt after you restarted in DOS-MODE. That will assign a drive letter for your CD-ROM assuming that the driver under the C:\DELL directory loaded properly.

If you do NOT have that driver, or it's corrupted, you'll need a newer generic IDE CD-ROM driver. If you have Windows 98 on a system nearby, you can steal the OAKCDROM.SYS (a good generic driver). If you don't have it, I'll be glad to email it to you with instructions on how to set it up.
