Come on, an intelligent guy like you surely knows (but for some reason obfuscates) that the controlling language, as Phillip pointed out, is "solely for purposes of calculating the registration fee". Further, you know that "proposed" is an indefinite term, synonymous with "suggested" or "may be", purposely used to allow a future determination of price.
