Try to tie the self-ruling ethnic communities into an overall federal community with free markets and guaranteed human rights e. g. Europe. Scotland, Wales, Cornwall, Brittany, Tuscany, Catalonia etc can all become as independent and self ruling as they wish without bothering any one. With luck, Texas could become independent and South Carolina as well, Puerto Rico, Hawaii, Guam and anyone else who wants to go it alone. Quebec wants independence but wants to stay in NAFTA. Sounds good to me.
